Modular Housing Unit Program
The Modular Housing Unit Program is designed to protect the health and safety of the owners of
modular housing units. Modular housing units are factory-built homes moved by truck or trailer
to the final construction site and are usually sited on a permanent foundation. Under this
program, the Commission monitors and enforces construction and safety standards through plan
review, inspections at factories and dealer lots, and providing assistance with consumer
complaints. When a manufacturer has demonstrated that a modular housing unit meets the
requirements of the applicable law, the manufacturer is allowed to place the Nebraska Modular
Housing Unit seal onto the modular housing unit. The modular housing unit seal is affixed to the
home's living room window.
Modular housing units are constructed to conform to the:
- 2000 International Residential Code (IRC) with amendments
- 2005 National Electrical Code (NEC)
State law and regulation governing this program are found in Sections 71-1555 to 71-1568 of Nebraska Statutes and Title 291, Chapter 13 of the regulations.
If you have a complaint about the performance of a modular housing unit that has not been
resolved by either the dealer or manufacturer, you may contact this office for a complaint form.
The extent to which the Commission can help an owner resolve a complaint depends upon the
seriousness of the problem and which party (manufacturer or dealer) may have caused the
problem. The modular housing unit codes do not address cosmetic issues and, therefore, the
Commission cannot resolve such problems. If a problem arises, the first contact made by the
consumer should be to the dealer. Most problems can be eliminated quickly. If the dealer cannot
help, the second contact should be to the manufacturer. Manufacturers are generally quick to
respond to consumers. It is important to put complaints in writing and keep a copy for your
records. The letter should include the serial number of the modular housing unit, the State of
Nebraska Modular Housing Unit seal number, the problem(s) experienced, any known factors that
contributed to the problems and also any secondary issues related to the problems.
